Dear Buttry
I write to let you know that the
Foreign Office have sent me a copy of r. Braga's memorandum on unti-British feeling in china which Mr. Braga sent to you in a letter of the 15th February. I have taken up with the
Governor of Hong Kong (as Civil Administration is to be repunica on the lot Hay) those of Mr. Braga': suggestions which relato particularly to Hong Kong.
I am sorry that it has not been possible for me to write to you before, but the report is a long one which has necessarily taken time to consider, first in the Foreign Office and then- in my Department.
